Floral Foam Or Styrafoam For Cake Pop Bouquets?

I bought styrafoam but it is very expensive and not sure what to cover it with so I bought paint......does floral foam hold the cake pops securely? What do you all typically find works best?

Floral foam for me sheds terribly so I prefer styrofoam. Check your local dollar tree. Sometimes they have circles and squares of styrofoam. For cake pops I would cover in shredded paper or wrapping paper. For cupcake bouquets I cover with Press and Seal first since the styrofoam is in closer contact to the food item.
