please help with ideas on how to make cookie monster sitting all in cake....

You can build him up using cake scraps or cupcakes...Then pipe on the fur with the grass tip.

I would use the Wilton Stand-Up Teddy Bear pan, and make a few modifications. Cut off the ears, add fondant eyes, and maybe build the legs out a little more. And I absolutely agree on making the fur with the grass tip.
