How Do I Put Gumpaste Or Pastillage Panels On A Cake????

How do I put gumpaste or pastillage panels on a cake???? I am making the cake in this pic http://farm2.static.flickr.com/1306/4697470454_102e7ba499.jpg
and i need to know how to put these "panels" on the cake. Do I just put the buttercream and then attach the panels? Or do I cover it in fondant then attache the panels? I know these panels wont be very tasty to eat (and probably wont be eaten) so when cut into the cake, do I just pull back the panel then cut???
any help would be awesome as I am making this cake this week and i am kinda lost!!!! icon_smile.gif

I would use royal icing to attach them. Then I would pull
Them right off when it's time to cut.
