Can someone tell me how you would go about doweling a cake like this....would you just use dowels to support each layer? Would you use one going through the length on all three layers? Would you put your second and third tier on a cake board?

Each tier. It's no different than any other tiered cake:

Three tiers. A center dowel is beneficial if transporting.

Yes. If you don't, the dowels will pierce into the cake above.
