I'm making an Elmo cake and want to make Elmo standing up and Dorothy in her fish bowl as a topper.

I was thinking about doing Elmo as an edible image plaque, but now I'm thinking a royal icing plaque. Is it sturdy/easy to do? If I can save money and not buy a edible image that would be great, but I'm curious to know your opinions on which method is best?

What should I use under the bowl so it doesn't touch the cake? How do I attach the bowl to it? Thanks!
