It's been so long since I did a color flow decoration, I forget if you outline in color flow or royal icing. TIA!

i'm sorry i just have to laugh with your headline...... and it posted twice. LOL, just seemed fitting with "your memory going" lol
but to answer your question I outline with color flow when i'm doing it, i use it before it is thinned out so it doesn't "flow" all over the place.

Color-flo and royal icing are really very similar--I have done it both ways.
