what a clever idea!!!! There was no way I was going to spend almost $1 per cupcake wrapper for the pre-made kind, but this will be great!

I think that they just wrap around the other cupcake wrapper that you bake them in. It could just be more of a added decoration than a functional item.

It's called a wrapper because it wraps around a cupcake that has been already baked in a regular baking cupmor liner.
