I'm going to throw out an idea that sounds like something I would do:
Level your cupcakes....then load up with frosting, getting the frosting as flat as you can.
Place a piece of waxed paper on the cupcake and use a fondant smoother to flatten. Leave the waxed paper on and chill the cupcake, then remove the paper.
If you bake your cupcakes at 325 instead of the standard 350- they will rise much more level.

I think most ovens have adjustments to make your oven level.
