What Ive done in the past is take a knife and make a cut in the center of the wheel and roll it until its completely around. The I make a v and the line that I had just made in the center is where you want the bottom point of the V centered at.

What kind of tire? If it is a large tractor tire I add a little more ganache or butter cream than normal, cover with fondant and use dowel to make indentations on one side at an angle -then the other in a kinda v.

Are you just doing a generic tire, or do you need to make a specific tire? When my husband had to make tires for a birthday cake, he found out the make of the specific tires, looked them up and copied the tread and the name on the side wall of the tire.
