does anyone think or know if you canice a cake with the whipped icing and cover it with fondant? what about in the summer?

It depends on which kind of whipped icing you mean. If you mean Whipped Cream Buttercream (which is a buttercream recipe and doesn't actually contain any whipping cream), yes. If you mean real dairy whipped cream or Rich's Bettercreme, no.

To add to ceshell's excellent post, meringue icing such as 7-minute frosting also cannot be used under fondant.
