I take a very cap fulls of bleach and add to water. I soak my hands for a few secs and rub together. It all comes off.
At Michaels, and probably other craft stores, they sell a product called "The Masters Soap." It's designed for painting but it works for gel colors as well. Just wash your hands with this an it works great. I also notice shampoo (but not the kind that saves hair color) works well for me.

I coat my hands in crisco, which keeps the coloring from sticking. But every now and then...
Last time I had to clean dye off my hand was when my pink color leaked and got all over a section in my tool box. My hand was covered in pink from trying to clean it all up.
I had to wash dishes not long after ward and by the time I was done the color was gong.
