Advice Making Scalloped Edge Fondant Top Layers For Cake.

I make cupcake towers with 6" cakes on top. A client requested this exact cake. I am curious how I go about making the 3-layer, scalloped edges of the fondant top? All I can think of that works in my head is: measure 3 circles to the size needed, then free hand the scallops icon_rolleyes.gif . I don't have cutters that big. Any experience with this? TIA!

It looks, to me anyway, like the yellow is fondant and the blue and red are just BC piped on after the overlay was placed. The scallops aren't exact on this edge so I would do just as you said... cut an 8" or 9" circle and freehand it with an exacto! icon_smile.gif
