No, not everyone. Some states will license a home kitchen for use for baking goods for sale to the public, but you are limited as to what you can prepare. Nothing that is considered potentially hazardous.. so no cream based fillings... no fresh fruit fillings... no banana or zucchini cake unless you have your recipes tested by the state lab (as I just found out). It is severely limiting.
I don't know how it works in the UK, but that's how it is in the States anyway.
