Is it kind of a purplish blue?

Yes, it is. Wilton 'cornflower blue' works well for this color. If you don't have that, I would make a very pale blue and add just a touch of violet for the purplish hue.

For periwinkle - start with royal blue and add a touch of violet until you get the right shade. HTH
