Can someone please tell me if I'm on the right track or not on how to create this?

I will be using buttercream, except for accents, so cuold I just make the curved triangles and stick them into the top?

Yes I would make the triangles and dry them over a former then just stick them into the cake. If you want to make sure they stay in place you could insert a toothpick wich would go down into the cake.
