How Do I Make Scales On A Mermaid Tail?

Hi -- I am beginning to work on my daughter's 4th bday cake -- she wants a Little Mermaid on it. I have gotten lots of great inspiration from CC, and I love the mermaids I have seen made out of fondant, gumpaste, etc. my question is -- how do I make the scales on the tail? The ones I have seen on CC look so good -- do you use an impression mat of some sort or is there another method?

I did a fish with tip 81. If she's small, then that might work for you. I posted about it and included pictures if that would help.
