Mini Sandcastle Cakes...help!

I have a possible order for 100 mini individual sandcastle cakes....I'm stumped on how I could do this the easiest way possible....any ideas?

Ok this got me thinking so just an idea! I'm thinking mini cakes like cupcakes(?)

You could hollow a small piece out the center, rather than it being regular cylinder shape angle the knife so you get a graduated cylinder shape so when it's turned upside down it looks like a sandcastle made from a bucket, fill hole with filling, pop bucket shape 'sandcastle' upside down on top and do some detail like mini fondant or royal icing spade and starfish?!!
