Graduation Cake Topper?

I am making a graduation cake for my church's Baccaleaurate Monday week. Two of the cakes will be a 12" square with a 8" square on top. I plan on doing cornelli lace sparingly on the sides, placing a few daisies around the perimeter of the 2nd layer. My question is this: Do I need to use a "topper" or could put some of the flowers on the top? I am not that familiar with working with fondant and I really didn't want a cap on top. There will be a 2-layer 11x15 in the center of the table and I was planning on using that cake for the "Congratulations Graduates" writing.
