Cookie Monster Help!

I am planning my child's birthday party, which will be next month. It will be Sesam Street themed. I will do an Elmo cake and had the idea to have chocolate chip cookies with Cookie Monster on them. Can someone please help me! I wanted to get the icing decorations for this, but found out only Elmo is sold. Should I do some type of transfer of Cookie Monster or directly decorate each cookie.
Any help, ideas, suggestions will be greatly appreciated!!!
If any one has done this before, please post pictures for me.

I will cheat and buy the cookies at Sam's or a local grocery store.

If you look under the search key in Galleries and type in cookie monster there is some great ideas to make cookies.There were some cupcake there that you could easily follow on cookies.

You can always make the eyes and nose, ahead of time, out of royal icing, cut the cookies the shape of cookie monsters head (I would color the cookie dough blue) and just place the eyes and nose on the cookies with a little icing. You could also do the same thing will elmo.

I have some cupcakes in my photos not great but maybe something like that can be done on a cookie? Might be too much icing for a cookie though.
