Does anyone know where I can begin to find my own bobble head machinery to make for my customers in icing.

Well, a bobblehead is just a doll with a spring for a neck...
You might try a spring on the end of a dowel, with a rose nail-type thing to put the head on; or use a wire for the neck (like the bouncy flower toppers)?
