It means that who ever put the topic out there, wants it "bumped" back to the top of the list on the home page.

It means they are tryin to keep the subject posted on the front page where everyone will be able to see it.
We aren't supposed to do it because it sometimes is abused and clogs the inbox's of those who are watching the topic. It wastes time to go and check the topic to find it only bumped instead of useful information.

Sometimes members are looking for an answer and that's why they may bump it up (once). I know some don't like it when it's done but if someone is in the middle of a cake and needs advice right then it should be alright.
