Can the brush embroidery technique be used on a crusted buttercream cake or does it have to be fondant?

Yes, but needless to say, you have to be a lot more careful and using a crusting bc for your base would probably be helpful, too. I haven't done it myself, but I've read on this site of others who have!

Yes, you can use it on crusted buttercream. I've done it and it works great, just make sure that as soon as you pipe the design out, you "embroider" it right away.
