There is no set rules. I think alot of people say
1/4 = 9x13
1/2 = 12x18
full = 18x24(2 12x18 side by side)

Others will use
1/4 = 9x13
1/2 = 11x15
Full = 15x22 (2 11x15 side by side)

And yet some others will use:
1/4 = 9x13
1/2 = 13x18 (2 9x13)
Full = 18x26 (4 9x13)

I say base it on number of servings needed rather than having someone say, "I need a 1/2 sheet". Hope it helped.

If I do this right, here is an earlier discussion on this subject. There are some differences in what people use.
