Best Way To Make Dress Ruffles

I want to make a sculpted cake that looks like a 2 piece baby girl's outfit (a top and then a pair of ruffled panties). I plan to cover it in fondant. I want to put a row of ruffles around the neck/arm openings and then a couple of rows on the bottom piece as well. What is the best way to make ruffles? Is there a special piece of equipment I can buy --a cutter??

I am a total newbie so this so this might be a really basic question.
I appreciate any help that you can offer.

Welcome to Cake Central. There is a ruffle cutter, and lots of places carry it. Here is a link to one. I didn't do any price comparison, but I have ordered from this company with excellent results.

Thanks so much for the tip on ruffles JoAnnB. I was not familar with that website either so that's a bonus!
I just love this website. Everyone is so nice and helpful not to mention very very talented!! Hopefully one day I will be in a position to also pass along some tips.

Also, to get a more 'ruffled' affect, you can gently roll the edges with a cocktail stick (or something similar). This makes it thinner and gives it more shape.

You don't always have to use the ruffle cutters either - you can just use a strip of fondant and use the technique I've described above to get the effect.
