I am just a newbie at cake decorating and was wondering how do you stick the fondant cutouts onto a cake frosted with BC. Do you just lay in on the cake and it will stay on or do you use something to make it stick?
Also how do you stick two pieces of fondant to each other?

Either way, your best bet is to very slightly dampen your fondant pieces, before sticking them either to the BC or itself. Do not get it too wet or it will get very soft and stick to your hand.

The fondant cut-outs, if they're small should adhere with a dab of bc. Bigger ones may need support, such as a dab or two of bc and a tooth pick, or a short piece of spaghetti. Fondant to fondant can be stuck together with a tiny drop of water, if they're small or with royal icing if thy're larger and there's a "glue" product on the market that I know nothing about. Have fun.
