Someone please enlighten me!

I have Wilton mp and think it tastes prettty good when I use it to make Anonia's icing. But I bought some egg white powder on sale(good until 2009!). Aren't they interchangeable? I figured since the Wilton has flavoring, I'd just add flavoring to the egg white powder when I use it.

No, not exactly the same thing. Dried Egg Whites are just dried egg whites. Meringue powder is mostly dried egg whites, but has other ingredients as well like corn starch, cream of tarter emulsifiers and flavorings.

So can I use the egg white powder to make royal icing? Add cream of tartar and stuff? It says you can use it for bakery items.

You can sub egg white powder for meringue powder with no problems. You can add 1/2 tsp cream of tartar to help it dry and harden. If you dont' need totally white, I also add vanilla or other flavoring to help it taste a bit better.
