They are made similar to other flowers. Make a center cone, and wrap the petals around it to shape the rose.
To cut the petals, soft the tootsie roll and roll it flat (pasta roller is great for this) cut out your petal shape. I usually just use any small round cutter for the petals.
They can also be formed using a small sucker as the center. DumDums work great because they are nice and small.

Hmm... how does one describe a tootsie roll?! It is a sweet, almost like taffy but harder and chewier. I personally don't care for them- the chocolate flavor is too fake for me- yes, I'm a chocolate snob! ![]()
