What is the best and cleanest way to put silk roses inbetween the tiers, filling up the space betweent the tiers with the roses.

Depends on the tier style.
Now this would be the answer that is politically correct:
If you are doing pillared, just place them on the bottom plate between the pillars.
If you are using the tall tier cake stand, you may want to place a covered cardboard in between and place the flowers on that.
But seriously..I just make sure that they are really clean place them directly on the cake depending on the design.
If you want a column of flowers between, say a 4 inch space between the upper and lower tiers, a piece of floral foam or styrofoam will hold the flowers in place. It will look sort of like another cake tier, smaller with sides "iced" in flowers. hope that makes sense.
I have heard of people taking the silk flowers and washing them in a dish soap in the bathtub and then letting them dry. This should get them fairly clean, you just want to make sure you're gentle so the flowers don't fall apart on you.
But I agree with mouse... her politically correct answers are probably right.

Wow! Thank you all! I appreciate your trial and error advice. I guess if the flowers are clean and or sitting on something go for it!
Has anyone tried a little wax paper under the flowers? Is it better to poke them into the cake or cut the stems down and lay them on the wax paper? I am using hidden pillars giving about 2 inches in-between each layer.
