If using Wilton just dip the end of a toothpick in royal and just put a dot (sugar grain) in your buttercream.

Use your regular blue, but don't use a lot of it.

If I have a darker blue for coloring I start with just a little little little bit then add more if I need it. I have a few different shades of blue but can't always find the light shade I need. So any shade of blue coloring will work, just start off with a Little bit until the color you want is achieved.
