I know most ppl refer to the user name, but I figured since Linda was in your signiture line, it was more accurate? It was also much shorter to type in (less likely to make typo's

Your outline goes first, then it doesn't matter if the color overlaps over it when you're putting the other color frostings on it to fill in because the outline will still be above the rest of it when you turn it over. So you don't have to worry about "coloring out of the lines" so to speak. Unless you are doing a different color in that area, then you would want to avoid it. BUt for the same color filling in, there's no reason to avoid going over your outline. that just makes it more work. I will sometimes put another layer of frosting over the whole thing when i'm done just to make it the right thickness I need.
