Coloring for candy melts has to be oil based or it will sieze up. My guess is that it cannot be saved.

You can also buy Navy candy melts at A.C. Moore if there is one in your area. I got so excited when I heard about FloCoat that you could add to regular colors for candy melts but I have tried several times and it NEVER works for me. The colors specifically for candy do work best. Also, in the Whimisical Bakehouse cookbook, she says she uses those colors even for her icing.

It can be saved. Add some shortening to it.
For future reference there's a product called Flo coat that can be used with regular colors to mix with candy, I don't have it and if I can't get the right shade I just put shortening in.
If you melt over a double boiler and get a little water in your candy you can use shortening to fix that too.

I have used flo-coat and it works great IMO. I haven't tried anything as drastic as navy blue yet, but I have used it to color the white candy melts pink and purple with great results.
