I use this site quite a bit to resize:

You could also do a print screen of your picture and copy the whole thing in MS paint.
Then you cut and paste that into a new doc.
Check the picture attributs. So that the pixels are 799 X799 max, save the picture as jpeg and you are good to go.

Do you have Microsoft Publisher? That's my favorite. I just paste the picture into it and then crop it.
