Never heard of it and it doesn't come up on a Google search. Where did you see this?

I went on WWW.Wilton.com and typed in circle of strength. It comes up as wiltons decorator preffered smooth edge plates. They have the patented 'circle of strength' design.

Oh! I suspect it means that there is a raised circle in the molded plastic that makes it a lot stronger. It says it is unbreakable, so maybe they have added something stronger in this raised area.

I'd like to thank you guys for all the help. Jenn 123, I had never heard of it before. A friend called me this morning and asked me if I could use one. I though I ought to find out from the pros exactly what it is before I say yes. So thank you Jenn and subaru. I really appreciate the help.
