what do you use to make different size circles our of mmf for polka dot cakes. I have never seen a cookie cutter that small, and I know I can't free hand it very well.

There are cutter sets with small circles. I believe Wilton makes one. You can also look for 'aspic cutters'. They come in tiny shapes.

Edited to add: You can also use the other end of a decorating tip. Use one that has an opening wide enough so, in case it sticks, you can push the fondant out with the end of a paintbrush.

You can use the back edge of a icing tip or many other plastic items like large straws and kids toys

I've used anything from #12 tips to the "other" side of the tips (also the other side of large tips). Now, I also have the gumpaste flower cutters and the rose petal cutters are round-all different sizes, too.

I bought a set of small round and small oval cutters from Michaels, They have them hanging in the same section with the fondant.
