I am new to cookie decorating and was wondering how much water do you use to thin out the icing like others have mentioned to do a "fill in" technique?

There is no set amount of water to add. Just add a little at a time. With practice you will know when the icing is just right. If you are using an outline, your icing can be a little bit thinner than if you don't use an outline.

I usually add enough to make the frosting elmers glue consistency.

To do the fill in technique a good rule of thumb is to take a spoonful of the icing and drop it back in to the bowl. When the drop merges back in to the rest of the icing in the time it takes you to count to 10 then it's good to go.

So if it takes less than 10 seconds to merge - add icing sugar.
If it takes more than 10 seconds add water.

Also add water a little at a time.
