If I add merangue powder to store bought chocolate icing will it harded enough for cookies? Thanks Audrey

Why don't you try swapping out some of the powder sugar in the royal recipe for cocoa powder?

I do this when I make black icing and it works beautifully. It has a chocolate taste to it.
