Yikes! The things people ask for. I am reminded of the American Gladiator show that used to be on. Remember that one?

well, the pic you posted is pretty representative of all the ones I found doing an internet search (and even has one of the least garish color combos!)

so....

possibly ---

start w/ a sheet cake. ice in BC.

for half tubes on top, make long ropes of two or three or four -- or however garish it needs to be -- colors of fondant.

split each rope in half lengthwise and put in alternate colors or some type of pattern on cake top

use extra rope for border at bottom (could twist/braid it for neat effect)

for risers the little people stand on

depending upon size of fondant characters you make or toys you use --

small -- large marshmallows
bitter -- part of cupcake or mini cake baked in small soup or tomato paste can.

for the pommels (those things they wallop each other with) --

version on left -- skewer or big toothpick w/ mini-marshmallow on each end.
version of right -- toothpick w/ several mini-marshmallows on it to make solid pommel.
