This an "old fashioned" tool for cutting cakes. My guess is that it was used primarily on things like fruit cake to avoid crushing it. You insert it and sort of pull the cake slice away from the cake, rather than slicing it.

From replacements.com:

Cake Breaker
(10-11 in length) Cake breakers look like large combs with extended tines. The long tines are used to break into a cake before the cake is actually sliced and served. This piece is most often used with the cake knife and/or the serving cake fork.

for soft sponge cakes (like angel food, etc.) -- is use to gently "break" the cake instead of cutting it which tends to squish a sponge cake -- even the sharpest serrated knife can squish instead of cut.

so, you push the cake breakers tines into the cake and then gently wiggle a bit to make a break in the cake.

(this is much preferred to the method we use in my family when I was a child -- just grab the cake and tear a piece off!)
