I use A 50 mL coffee scoop to place My batter in the cupcake liners. This way I am consistant and my cupcakes rise up just above the top of the liner. They always come out nice and level this way.

I use an ice cream scoop for cupcakes. Gets them really close to the same height. When you put them on your board you want to get them as close together as you can. I will usually put a row down, then come back with the second row and put them inbetween the cupcakes from the first row. That will help keep from having large spaces between cupcakes.
