How Can I Make This Effect ?

Hello,

Does somebody know how to make this effect (buttercream or???) on this cake ??? i am not talking about the water.

Looks like a spackle effect - bascially dabbing the soft buttercream with something like wadded up papertowel.

maybe a textured paint roller?
