Alice's Cookie Icing Question

Hi,

I made Alice's cookie icing to try it out last night. I added in the 3 TBSP of water to make the icing for the outline, but at that point, it was still dry and crumbly. I continued to add water a bit at at time until it was the right consistency. I think it tookthe 6 TBSP called for in the recipe. I took some out and added in about 2 or 3 more TBPS of water to the rest to get it thinner. The taste was good, but when I went to fill the cookies, the icing was bumpy...it didn't have lumps in it, it just didn't smooth down like the glace icing I had tried before. Does anyone that has tried this icing have any tips or suggestions? Should I have added more water to it?

I usually use 5 tablespoons of water for my cookies. This is not the same type of icing as a glace icing. It will not look the same.
