How do you do the white/ruffle border that's on this cake? & What tip do you use?

That is done with a petal tip, Wilton #104, #103. Some of the tips suggested by Goreti will also work. Here are some instructions. Instead of the up and down motion used in the instruction try moving in and out along the cake border for the flatter ruffle.

that's sometimes refered to as the 'Ohio ruffle' icon_smile.gif
And yes, it's just tip 104 in a zigzag motion around the cake.
