I've had mixed experiences making cupcakes. Sometimes they are flat and sometimes they have height.
What is your cupcake preference? Flat or puffy? I usually see flat cupcakes as they are easier to decorate on a flat surface.
However, I do see those that are extremely high with delicious frosting. Regardless, how or what causes the result of a baked cupcake?
I think I like a little height on mine.

I think people like the tall cupcakes b/c there's more cake. I love the look of heavily decorated cupcakes, but I am guilty of scraping off the frosting. ![]()
I think it depends on what look you are going for. There are times when the flat works great for decorating, and times when you want the puffy look.
If you fill your cupcake liner 1/2 full you will get the flatter, more even with the paper, cupcake. If you fill it 2/3rds to 3/4ths full it will be puffy. ![]()
If you want more uniform cupcakes every time use an ice cream scoop. You can get different sizes and work with the one that gives you the look you want. ![]()

TexasSugar is right too about flat cupcakes being easier to decorate too sometimes.
