Has anybody done the top layer of this cake? How would you do this?

I have not made a cake like this, but I've put clothes on many chocolate sculptures which were done the same way. Fondant fortified with Tylose or modeling chocolate would be good mediums to use. You would need to roll out a large rectangle and create the folds at each end, shaping as you apply it to the cake.
