Just wondering about a treasure chest cake, but not necessarily pirate themed.

For instance, if there was vintage jewelry and such, could you see it being a Victorian type of treasure chest?

It seems like ALL treasure chests are associated with pirates!

You can make a treasure chest look however you want.  I did a quick search on google and found a picture of a chest used to store Louis XIV's jewels...Treasure Chests

Now that is fancy treasure chest!

Exactly as Freckles0829 said, think of it as a jewelry box, which can look like anything, instead of a treasure chest.
