Hi,
I want to try and make this cake any advice on how to make the afro puff ponytails, tutu, and if i should use gel food coloring to paint the cake.

I think this cake has been airbrushed or possibly brushed with powdered colors. The skirt appears to be either thinly rolled gum paste or edible fabric (my best guess is gum paste), pleated and airbrushed or dusted with different colors (best guess is airbrushed). The pony tails just look like little tightly rolled ropes of fondant placed close together.
