It looks like the cake was iced with a smooth, heavy layer of crusting buttercream, and then she used an impression mat or put the lines in by using a spatula or ruler.  Putting the lines in by hand would be tedious and  time consuming, but could be done.  It looks too perfect though, so I'm thinking she created an impression mat.

I agree that it looks like an impression mat was used.

if I did that I would use one of those cake combs  for the horizontal lines -- yes on a thick coat of crusting buttercream -- before it crusts -- then i'd go back over with a ruler for the straight up & down marks -- and I would give the ruler a slight wiggle back & forth to create the slight bevel --

that's my first thought -- should work but there's probably other ways -- although nothing wrong with simple either -- in fact I would cut the cake comb myself --

the greenery appears to be fresh

Yes, I agree with -K8memphis, it is a texture comb and (I believe) it was first used to make the horizontal lines, then turned to make the vertical lines because they appear identical.
