Any suggestions on getting this effect on piped buttercream rosettes? Is the food coloring just brushed onto the inside of the piping bag and then filled with white buttercream? Or maybe there's something else I'm missing.

Also, I still can't reply to threads, so thanks in advance for any suggestions.

This one does appear to be done with a strip of color in the piping bag.  For a more defined line between the two colors, you can use two different frosting in one bag with one tip.

Oh, and the way you get the strip on the tips is the position of your bag in your hand.  Try a sample and if the strip is not where you want it, turn the bag in your hand and check it again.  Keep turning until it is exactly where you want it.
