Newbie Trying To Find Correct Cake Size

I'm trying to make a cake inspired by this design, and I really like the size of it and am trying to figure out what size cake pans should I use for the top and bottom, and how tall should each tier be. The cake will be feeding around 20-30 people, but I would say 30 to be on the safe side. Also I've never made a two tier cake, I was thinking of using dowels to support the top tier, but I wanted to know do I use a dowel to support in the middle and go through the two cakes? Or would I use one of the bamboo sticks instead? Sorry if I phrased it wrong

Personally if I was making that cake for only 20 - 30 but wanted that design I would do a shorter 8 inch round on the bottom (no taller that 3 inches) and an ordinary 4 inch tall 6 inch round cake on top, then you will get the effect without a lot of cake wastage as you can cut the 8 inch into bigger slices to get reasonable serving sizes that people will eat.
That being said, cake freezes well so you could also go ahead and make the cakes both full height and freeze the left overs in individually wrapped slices in glad wrap to use up in lunches etc.
i would do a 5-6" tall 8" cake and a 5-6" tall 5" cake -- 5x8 on the tall side
but it might be a 4" difference between tiers -- can't quite tell -- it's hard to see because it's all black and the decor is in the way too -- so like a 9x5 or an 8x4 --tall tiers --

Again, I am in agreement with -K8memphis and I think her first dimension estimate is spot on, 8" bottom tier that is 5 to 6 inches tall and a 5" top tier of the same height. Definitely use dowels in the bottom tier to support the top tier, but it is not necessary to use a central dowel or skewer for a two tier cake (unless Mario Andretti is driving). Just be sure it is good and level. Cut one dowel or straw to the height of the tier, then use it as a guide for cutting the others so they are all the same height and you will have a level platform for your second tier. Hope this makes sense.
