Can anyone give me advice on how id make the top part of this cake. Would people suggest the top be made out of cake or card? Should I glue the dowels to the top and bottom cake boards to make it sturdy as there is no centre pillar?

If I were making this cake, I would use a styrofoam cone for the top and two styrofoam disks for the top and bottom of the carousel, sharpen both ends of the dowels and insert right into the styrofoam. They sell both the cone shape (although it would have to be cut down a bit) and flat disks at Walmart.
